html - Is there a way to include an id tag for a webpage to scroll too automatically from the domain?

I have found that in html you can use the attribute id="someidname" and a link like <a href=#someidname> to scroll to that id, is there a way to include #someidname in a domain name so that by including said domain in the href atribute of a link in a different page on a seperate server, it automatically opens the page and scrolls to #someidname?
